Pacific Pilotage Tariff Regulations, amendment

The proposed changes to the regulations will increase pilotage tariffs by 2% in all areas, with the exception of the Sand Heads, Triple Island and Cape Beale launch charges. Also to be increased by 2% are travel related tariffs. Together, the two increases are expected to generate $660,000 in revenue.

The port to port charge is to be increased by $600 per occurrence, generating an estimated $180,000 in revenue.

The increases would offset increased costs related to coastal and Fraser River pilots, travel expenses associated with pilotage assignments and head office operations and staff.

With the increases, the pilotage authority anticipates a break-even year in 1998.

The Chamber of Shipping of British Columbia has agreed to the changes.

Determination of the Tariff Classification of Sugar, Molasses and Sugar Syrup Regulations, amendment

The changes would update regulations to reflect changes to International Commission for Uniform Methods of Sugar Analysis (ICUMSA) standard for use in the laboratory analysis of sugar.

Section 3 would be revised to reflect the 1986 revision and 1994 rewrite of the standard and to accommodate future changes to the standard.

The Revenue Department had considered, and based on consultations has rejected, the idea of repealing the Regulations.

As proposed, the regulations would come into effect September 17, 1997.

Transportation of Dangerous Goods Regulations, amendment (Miscellaneous Program)

The amendments, non-substantive in nature, would change references to subsection (4) and paragraph (4)(b) in subsection 7.33.1(6) to subsection (5) and paragraph (5)(b) respectively.

The original error in referencing was made in SOR/95-547.

As proposed, the regulations would come into effect September 17, 1997.

Certain Taxpayers Remission Order, 1997-4 (SI/97-115, OIC 1997-1371)

The Order remits income tax, including interest thereon, on the basis of extreme hardship or serious financial setback, coupled with conditions beyond the taxpayer's control that gave rise to unintended results, including incomes below the poverty line, serious illness and the receipt of retroactive lump-sum payments.

The Order covers 47 individuals listed in the Schedule.

The Order also remits unpaid interest payable by two individuals on amounts assessed for 1984.

Atlantic Pilotage Authority Regulations, amendment (SOR/97-452; OIC 1997-1373); Atlantic Pilotage Tariff Regulations, 1996, amendment (SOR/97-453; OIC 1997-1374)

The amendments establish the Confederation Bridge Compulsory Pilotage Area of Prince Edward Island, add the Confederation Bridge to the list of compulsory pilotage areas of Prince Edward Island, and set compulsory tariffs.

The area was established under proposed regulations prepublished in the Canada Gazette March 22, 1997 and after an investigation by Captain Robert Milne of Halifax which started April 28, 1997.The compulsory tariff charge proposed is a "flat-charge" and would be approximately the same rate as the current non-compulsory rate.

Annual gross revenues are estimated to be $60,000, resulting in net revenue of some $4,000.

The regulations come into effect September 24, 1997.
