Licence Information

The purpose of this page is to summarize the licence
conditions associated with any information, in any format, obtained
in connection with or associated with subscriptions to Orders in
Council and to its associated web services at
www.carruthers.com. J-K Carruthers Limited reserves the right
to change the terms of the licences set out below at any
time.
For the purposes of this licence: Orders in Council refers to the publication "A Weekly Listing of Federal
Orders in Council and Ministerial Orders", the annual Index, and its
predecessor publications; web site refers to
www.carruthers.com; approved Orders refers to the electronic
versions of Regulations, SORs, SIs, and other federal cabinet Orders
stored in electronic form on the web site; and Regulations
on the Web refers to the web-only service associated with
accessing information on the web site.
Orders in Council is published weekly and
approved Orders are normally posted weekly to the web site
when the Special Committee of the Federal Cabinet meets.
These licence conditions: cover Orders in
Council, information on the web site, and approved
Orders in electronic and hard copy format obtained from the
web site; and apply to any person (including corporations and
other organizations) that access or use or distribute information
obtained from Orders in Council and/or from the web pages
associated with the web site (www.carruthers.com).
The licence(s) described below relate only to the
permitted uses of the information; J-K Carruthers Limited retains all
rights of copyright and ownership to the information associated with
and derived from Orders in Council and the web site.
Each fully-paid subscription to Orders in Council, while in
effect, comes with:
- a three-user electronic licence to receive or access the
electronic versions of Orders in Council (the html and pdf
versions) and the electronic versions (pdf or html, as
appropriate) of approved Orders available on the web
site (www.carruthers.com).
- these licences are limited to three designated users within
the subscriber organization; they are not "concurrent" user
licences.
- subscribers may elect to receive Orders in Council
in pdf format by e-mail, delivered to up to three e-mail
addresses within the organization; if Orders in Council
is delivered to only one user, the subscriber organization may
forward the information electronically to up to two other
authorized users within the subscriber organization.
- subscribers may obtain Orders in Council and
approved Orders from the web site, using an approved
password issued by J-K Carruthers to the subscriber.
- subscribers may purchase additional electronic distribution
licences directly from J-K Carruthers Limited, to supplement
the three-user licence that comes with each subscription (see
below for the costs of such additional licences).
- subscribers agree to take reasonable precautions to ensure
that any approved password issued by J-K Carruthers Limited is
not used by unauthorized users to access the web site;
J-K Carruthers Limited reserves the right to change the
password or cancel the password access to the web site should the password by used by unauthorized users.
- an unlimited hard copy reproduction licence, to make printed
or photocopies of Orders in Council or the approved
Orders obtained by e-mail or from the web site, for use within
the subscriber organization.
- the right to archive one electronic copy of the issues of
Orders in Council obtained during the subscription period,
plus one copy of any approved Orders obtained from the web
site, conditional on such archival electronic copies being
destroyed within 30 days of the subscription to Orders in
Council being terminated.
- the right to archive one hard copy of the issues of Orders
in Council obtained during the subscription period, plus one
copy of any approved Orders obtained from the web site
during the subscription period, plus the right to retain this one
archival hard copy after the subscription has ended.
- The above licences only apply for use within the subscriber
organization.
Additional licences:
- subscribers may purchase additional annual
reproduction/redistribution licenses, to run concurrently with the
subscription to Orders In Council, at a cost of $25/year (plus GST) for each block of 10 additional electronic users;
- subscribers may purchase an unlimited electronic reproduction/redistribution licence (site licence), for users within the subscribing organization, for $200/year plus GST, paid in advance. This licence includes the right to post information on an organization's intranet, for access only by employees of the subscriber organization, or to allow employees to access the web site. (For greater clarity, the total subscriber cost for a site licence is $520/yr + GST, including the base subscription fee of $320/yr.)
Reproduction by any means of any of the information covered by the
licence(s), for the use by persons or organizations outside of the
subscriber organization is expressly forbidden under this licence,
unless the subscriber has been given permission in writing by J-K
Carruthers Limited.
Transmission by any means of any of the information covered by the
licence to persons or organizations outside of the subscriber
organization is expressly forbidden under this licence, unless the
subscriber has been given permission in writing by J-K Carruthers
Limited.
Sale of, or exchange for value, of any of the information covered
by the licence to persons or organizations outside of the subscriber
organization is expressly forbidden under this licence.
Individuals or organizations who are not current subscribers to
Orders in Council or its associated web services are expressly
forbidden from reproducing or redistributing any current or past
issues of Orders in Council or any of the information covered
by this licence, however access to the information has been obtained.

while in effect, comes with:
- a single-user electronic licence to receive or access the
electronic versions of Orders in Council (the html and pdf
versions) and the electronic versions (pdf or html, as
appropriate) of approved Orders available on the web
site (www.carruthers.com)
- this licence is limited to a single user within the
subscriber organization; no electronic copies may be made or
transmitted within or outside the subscriber organization.
- a single designated user within the subscriber organization
may access Orders in Council and approved Orders
on the web site, using an approved password issued by J-K
Carruthers to the subscriber;
- the access password cannot be shared with other users.
- subscribers agree to take reasonable precautions to ensure
that any approved password issued by J-K Carruthers Limited is
not used by unauthorized users to access the web site;
J-K Carruthers Limited reserves the right to change the
password or cancel the password access to the web site
should the password by used by unauhorized users.
- a single hard copy reproduction licence, to make one printed
or photocopy of Orders in Council or the approved
Orders obtained from the web site, for use within the
subscriber organization; faxing information to other persons is
not permitted under this licence.
- the right to archive one electronic copy of the information
obtained from the web site during the subscription period,
conditional on such archival electronic copies being destroyed
within 30 days of the subscription to Regulations on the
Web being terminated.
The above licence only apply for use within the subscriber
organization.
