TAX CHANGES

 

 

Income Tax Regulations (Motor Vehicle Expenses and Benefits), amendment, to prescribe the automobile deduction limits and benefit rates for 2003. Under Section 7305.1 of the Regulations, for taxation years ending after 2002, the prescribed rate for employees other than automobile sales and leasing employees is changed from 16 to 17 cents per kilometre; for taxpayers employed principally in selling or leasing automobiles, the prescribed rate is changed from 13 to 14 cents per kilometre, for taxation years ending after 2002. The proposed amendments to section 7306 increase the per-kilometre limits for kilometres driven after 2002 by one cent. (Published in the Canada Gazette Part I on May 3, 2003)

Stamping and Marking of Tobacco Products Regulations, to set out the stamping requirements and exemptions from stamping that apply to duty-paid tobacco products and the marking requirements; prescribe certain tobacco brands and cigarettes for possible exemption from such requirements; define the term "packaged" as that term is used in the Excise Act, 2001 and these Regulations; set out the prescribed limits of the quantities of unstamped tobacco products, by category, that an individual may import under the provisions of paragraph 32(2)(j) of the Act, and set out the prescribed information that is required to appear on all packages of tobacco products made in Canada, and commercial-sized importations of tobacco products. Motor Carrier Safety Fitness Certificate Regulations, to define "safety fitness certificate" and provide a framework to enable provinces and territories to implement, consistently across Canada, a safety rating system for extra-provincial motor carriers. Provinces and territories would monitor the safety performance of all extra-provincial motor carriers licenced ("base-plated") in their jurisdiction by maintaining a complete safety compliance profile of each motor carrier, using input from all jurisdictions in which those carriers operate. A carrier rated "Unsatisfactory" would be prohibited from operating on Canadian roads. These Regulations would repeal the Extra-Provincial Truck Undertaking Licencing Regulations that set out insurance and safety fitness requirements. Regulations Amending the Great Lakes Pilotage Tariff Regulations, to increase fees for a vessel making a round trip between St. Lambert Lock (Montréal) and Thunder Bay by 4.5 percent, representing an average overall increase of $2,000 or 9¢ per tonne of cargo carried on the round trip.
